    As it says above.

    I am stunned at the continued lack of understanding in this forum of why certain projects are rolled out before others. In one very short and sweet statement the reason is thus;

    The political system is proportional representation. When one considers the absolute lack of a regional or even a national decision making body, the screwed up political establishment of this country will always condemn it to poor/dis jointed results.

    Our political system is not conducive to delivering a need based and structured approach to infrastructure development. And it never will be.
