I'm no expert but I always thought if you were trying to tone you needed to use some sort of resistance like weights.

I heard someone say they were walking and jogging to tone up their legs. Are they actually toning up their legs or are they just losing weight?

not sure either economic, but any advice I've had from here would suggest that yes, running/walking will lose you weight (fat) but you need to be using weights to tone up the flesh. Would imagine if your friend had alot to lose that if he/she doesn't use weights/resistance he/she will have alot of excess skin after the weight starts to disappear.

Only my opinion, not really sure though I think that's fairly basic but correct advice

Running, particularly up hills, is resistance training. It's using your own bodyweight, just like chin ups and push ups do.

neither will have anywhere near the effect a proper weights program will have on your body

    Run AND weights

Plus excessive (i.e. only doing cardio 4-7days a week) aerobic exercise can be catabolic - slows metabolism if your dropping muscle hence making it harder to drop fat and just plain old feel energetic

Amadeus and Transform are on the money.

But let's address "tone" again, there really is no such thing as toning the muscles, and it's a vague definition that isn't really backed up by anything.
