Rescue from "Rescues"

Recently our dog at home was left out the gate by a neighbors kid coming in to get his sliothar. No one noticed for over an hour and the was no sign of the dog. He's walked around 2 different "rings" on the roads everyday and they are 3-5 mile long,my dad likes to keep himself and the dog fit. We got straight into the cars…

As far as I am aware the only person that has any authority to lift a stray dog is a dog warden, so technically what this woman did was illegal?? I know my local warden is a stickler for this and has actually threatened my local shelter for lifting stray dogs without a licence/permit, they have to go to the council for a permit And to legally own a dog that you have found straying, you have to have it a year and a day??
