    Just downloaded MS Visual Studio 2008 Express for free online. Can I use this version to create a .exe executable program file that can run on windows outside and independently of Visual Studio?

    Yeah you should be able to. Easiest way to find out is to start a new windows project, compile and build it, then see if the executable works.

    Yes you can. The PC you want to run the executable on will need the relevant version of the .Net framework installed. This is fairly common on windows PCs these days, and you can also download a redistributable installer file for it that you can distribute with your app.
