Long story short:

The genetic evidence suggests that humans and Neandertals are very similar, but that the two species probably didn’t interbreed.

I'm sure plenty more drafts are forthcoming.

I don't think you can clone one. You'd need intact cells with intact DNA.

Correct. Also, it would be deeply unethical and illegal.
