you have to be at a window or something like that and it will come up. It comes up on the screen when you reach a suitable surface or whatever.

It can only work when you're beside a window or certain even walls. You'll be given an onscreen promt when you're near a place you can deploy. You used to be able to deploy it while prone on the ground, but Treyarch patch that out because it led to an infinite MG ammo glitch (by holding the left-analogue stick forward)
