When a person is nearing the end of their degree with OU...

do they have to contact the Open University or is it the other way around? Also how much of a time lapse is there between finishing your degree and being able to get a transcript? The reason I am asking is I am due to be finished in October of this year and there is a master's degree I'd love to do starting in February…
