Organic Soil Question

    I am about to ask a very weird question, but have good reason for doing so, so please bear with me.

    If you have a low lying field, and wish to raise the levels with sub soil, do you have to firstly remove the topsoil. Assume that the topsoil is peaty/wet/poor quality and that you have access to dry, good quality topsoil to import for reinstating the field when levels raised.

    I have been advised that to place sub soil over topsoil, effectively burying it, is illegal. Now the term "illegal" is a strong term and may have been taken out of context. The perosn stated that the EPA could prosecute if the topsoil was buried as topsoil (organic matter) should not be buried.

    Told you it was a weird question.
