Insulin resistance

Currently on a sort of maintenance training/diet for the past few months due to other commitments.
I intend on bulking again over xmas to march but even though I've been really itemising everything I eat over the past 3 months (down to every thin spread of butter in sandwiches!) I seem to be keeping the muscle I've gained over the past 2 years but I'm noticing a slow but definite increase in adipose fat gain almost exclusively around the belly. I'm getting a sort of 'pot belly' which looks awful.
Everywhere else is extremely 'lean' and I'm currently about 13 1/2 stone @ 5'11".

Now I'm an etco and so I notice even the smallest amount of 'fat' gain so this is a surprise due to my diet being just at maintenence (even slight deficit).
Is it possible that due to carbs (roughly 300g per day) that I am seeing fat gain due to some sort of insulin resistance? I do have a tendency to eat 'dirty carbs'
every few days or so but most eat low GI carbs so I'm kinda surprised with this.

Not worried about the fat, it'll come off easily enough being an ecto, just kinda concerned that carbs may not be my friend in the future (type 2 diabetes an all)
