network error message help

i have wireless broadband from three ireland. its not the fastest broadband but recently it has become very slow. now when i try go into sites (esp topics on forums) it takes ages then 'network error (tcp_error) a communication error has occurred the web server may be down, too busy or experiencing other problems…

the web server may be down, too busy or experiencing other problems preventing it from responding to requests. you may wish to try again at a later time.'

anyone know why is this or what can i do?
i also thought i had a virus a few months ago and i followed all the steps in the 'i have a virus' sticky. so malware removal tool and agv antivirus are now installed on my computer. thanks a mill for any advice.:)
