does anyone know if you can rent scooters in sydney with those surfboard racks that you can rent in bali? they're so handy for getting around cheaply and quickly. Also, do you need a scooter driving license to drive them?

Yeah

Your country's licence conditions usually apply in Australia. If your local licence is endorsed for motorcycle &/or scooter riding, you can rent and ride in Australia.
