My Vidal Sasoon straightener is FAB for creating waves and curls, I've had a few tongs and nothing beats the straightener! it was under 30 yoyo's as well, got it in Argos :D

Does it take skill or long to make curls with that Ozzy?

Skill - deffo not..I'm probably the least skilled person at doing hair I know! I've got medium length hair, so it would take about half an hour/40 mins to curl it all.
