Not allowed, if you just go and launch - ESB own the lake and warden will hunt you down very quickly in a fast rib. You may be able to get a permit - although I think that they are bringing in some rule about not allowing boats under 4m.

I found out 3 weeks ago this isn't allowed. Warden was cool enough though and let us paddle away for the day anyways

according to him the permit for the full year which allows you to boat on blessington is €25. more info at http://www.fishingireland.net/fishing/pike/dublin.htm
