The message could not be sent because one of the recipients was rejected by the server. The rejected e-mail address was 'SAMPLE NAME@eircom.net'. Subject 'email test', Account: 'Brian E-mail', Server: 'mail1.eircom.net', Protocol: SMTP, Server Response: '451 http://www.spamhaus.org/query/bl?ip=78.16.128.129', Port: 25, Secure(SSL): No, Server Error: 451, Error Number: 0x800CCC79

As it says, you're blocked for being a possible spam source, SMTP authencation is required. Just follow the link you were given.

    See http://www.boards.ie/vbulletin/showthread.php?p=55604997

You'll get this message from eircom's server if you try to send mail through it while connected to an ISP other than eircom.net. You *should* be using the SMTP server of the ISP you are currently connected to. 78.16.128.129 is an Esat IP address - switch your sending (SMTP) server in Outlook to one of Esat's - try mail.iol.ie.

SMTP authentication won't help with mail*.eircom.net - they don't support SMTP AUTH.

Asking Spamhaus to delist your IP address is the wrong solution. Spamhaus PBL is *not* a list of spam sources. It is a list of (mostly dynamically allocated) IP addresses that should not be sending direct-to-MX mail. Providers use it to reject mail that does not come from their own network or from legitimate mail servers. Also, you'll likely pick up another listed IP address tomorrow so it doesn't really address your problem.
