PLMN: Can i lock to a cell? an how...

Hi, Anyone with a better PLMN knowledge than me knwo if you can lock to a cell? I have the PLMN,CID and LAC for the cell. I'm on "3" and want to lock to a tower that works when mine goes down..which happens a lot.. Mark
