When my trainer measures me at my assessments she measures the muscles relaxed

Should this be, or should I be measuring flexed muscles??

    I usually measure both tbh!

Relaxed for a true measure of gain - if they are being flexed, they will flood with blood which will artificially inflate their size.

Training will increase the number of capillaries in the muscle, allowing more blood to be held in situ when flexed, making true gains in size difficult gauge.

Depends where you're measuring tbh. I do most of my measurements relaxed, but always measure my arms both ways.

My thinking being if the relaxed measurement goes up, and the flexed doesn't, then it's mostly tricep growth!!
