Ventrilo / TeamSpeak Server Issue - Lag

[Mods, please move this if it's in the wrong forum. It appears to be a general VOIP issue with our server, so I thought this the best place!]

We've a Dell box on a 2MB SDSL connection. It can host certain client server / apps no problem (e.g. dedicated server for games, etc.) but both TeamSpeak and Ventrilo are suffering very badly with lag.

Given that the connection speed is quite significant, I doubt it's that. We've also tried lowering the codec to the lowest quality possible, but it makes little difference. With just 2/3 people, there's about a second of lag. I suspect it might be a bottleneck on the box itself, specifically the soundcard (it's onboard sound which would put a strain on the CPU). But I'm not certain - Can anyone confirm if a Ventrilo / TeamSpeak server routes the VOIP through the server's soundcard?

The box is running Win2k3 SP2 on a Pentium 4 (2.4Ghz) with 1GB of RAM. Not monster, but sufficient for most other needs.

Of course, if anyone has any other suggestions, please fire away! :)

Im not sure what provider im with but we have a 4MB downspeed. And I have serious issues connecting to ventrilo. When I can connect at all I get latency of over 13000 ms.

at the same time its not the machine or the setup: I can run voice-speak inside of games (such as Counterstrike) without any problems. And thats while in the middle of a firefight, and torrenting. Im not trying to brag or anything :) but I can. Still, I dont know wtf is wrong with ventrilo.

This is only a guess I'm clueless with VOIP etc.

Have you looked for lost packets? I had lots of problems with that on NTL and Blueface. Pings where ok, and connection was ok. But call quality was patchy. If you losing packets somewhere, either through a bad line, or a config issue maybe that it.
