WMF editing...

Wondering if anyone knows any good editors I can use with WMF files. I've tried a few, but they're all giving me problems so far. Here's what I'm trying to do...

I use a peice of software that outputs curves on a plot, and I can save these plots as WMF files. The files are nice and small, of the order of 10-25kb in size, and I can import these files easily into something like Word. But on some of these plots I need to change a few details, like switch the labels on a 2 y-axis, or change or add some letters or numbers, and I have tried a few editors that will let me do this, but when I save the WMF, the size of the file jumps to over a megabyte (or 3!) and it seems that there is some loss of resolution (not as sharp), and this is undesirable.

Is there any editor that will let me edit a WMF file, and retain the relative small size and keep the sharpness of the original? I understand that these are vector graphics files, so would a specialised vector graphics editor achieve the results I require?
