Montenegro are the newest fully recognised state, so them. Kosovo are not yet recognised so i'd imagine it's someone else... Taking a wild stab it's not somewhere like east timor or something?

If not, i demand a clue!

Zaph had the answer I was looking for obviously Montenegro was one as well. Damn Weakest Link not up to date.

Uruguay didn't enter in protest at something or other. Think they were pissed off that they were asked to enter qualifiers when they wanted an automatci place as champions or something. Not sure of the reasons but they didn't play anyway.

Was it something to do with it being in Europe? They didn't want to travel or something? As pay back for the europeans not travelling to south america in 1930?

As said before, Uraguay declined an invitation to participate as a mark of defiance against the European snub from the previous World Cup in 1930, becoming the only holders in history not to compete in the following tournament.
