Small ramp for driveway kerb

I hope I'm posting this in the right place. I need some help regarding my driveway to my house I bought a few months ago. The previous owners built a garage to the side of the house and as a result moved the gates for a car to enter to meet the garage door which is practical.
My problem is that when the gates for a car to enter/exit the driveway was moved the "dip" for the car to mount the kerb in order to gain access is still in its original place.
Where the driveway entrance/exit is now simply has the original kerb height of 4-5 inches. The previous owners placed a timber beam/railway sleeper in front of the kerb in order to make mounting the kerb easier.
I'm looking to make a simple wedge ramp from something like cement to make entry/exit easier and reduce the chances of damaging the steering on my car. I know nothing about DIY so I was hoping somebody could tell me how many bags of cement I would need to use, what mixtures and would I need some form of hardcore as a base before cementing?

    Thanks for any help.

    Pete.

In a nut shell - councils generally won't allow you to add a ramp top the road. You need to apply to them to get the part of the pavement dished down.
