I'm open to correction, but as far as i know it's:

First Class Honours, aka a 1st, is 70% or above

Second Class Honours Upper, aka a 2:1, is 60-69%

Second Class Honours Lower, aka a 2:2, is 50-59%

    Pass is 40-49%

    Fail is <40%

I think some universities have 3rd class honours such as DCU where it goes

First Class Honours is 70% or above

Second Class Honours Upper is 63-69%

Second Class Honours Lower is 55-62%

    Third Class Honours is 50-54%

    Pass is 40-49%

    Fail is <40%

In Trinity, a III is 40-49%, there's no mark that's just 'pass'. In UCD, before they switched over to whatever crazy Americanised system they're on now, a pass was 40-44%, and a III was 45-49%.

As far as I know, a I being 70+ is pretty standard.

There's a corollary to this: It is still possible to obtain a pass degree, but that's usually by failing part of a course. :)
