dont mind the calves, they're only weights on the end of your legs. they add very little in terms of power output or speed.
squats, bulgarian squats, good mornings, glute ham raises, lunges, farmers walk, step ups and sprinting.

He's not worried about performance. He wants them for appearances sake. How about you try and give him some actual advice instead of ramming your opinion down his throat?

To the OP.... as with most things muscle related, if you want to see a major difference then overall weight gain is gonna be the primary factor. My calves have stayed pretty consistent with my arm size despite no real concentrated calf work.

Have you tried going heavy on them or are you just doing light weights for high reps?

calm down Hanley, he's not ramming anything anywhere. OP as Hanley says overall size will promote overall leg development, and so go heavy for leg work with the exercises outlined by b_I_c.

Some people are blessed with calves that get big with little effort, others have to hit them hard with direct work to see any size gains. For athletic performance calf size in general makes little or no impact so if it's just the aesthetics you want to improve start off by doing good, heavy, compound leg work. If there's still no improvement by all means try direct work like calf raises.

As always though, diet is key. If you don't give your body the nutrients to make it grow, it won't, simple as.

Big calves have there disadvantages. I have calves that are bigger than most peoples but there are times when I wish they were smaller. The reason is they get very stiff and no amount of stretching will loosen them. As a result I have problems with my achilles.

If you want bigger calves, go running in soft sand. It's possibly the best way to hit the calves and you'll see gains in 4-6 weeks.

It's also a great way to increase overall fitness. You could try running a tour de stad or two as well...
