ftp onto a windows 2003 server with a dynamic ip

Hi, Im trying to remote desktop and ftp in dreamweaver into a windows 2003 server to make changes to a website. It isnt letting me in because my ip address has to be added to a trusted list or something like that. My ip keeps changing and BT said they cant provide a static ip to home users. How can i connect ?? i was told…
