is there anything you can do to get rid of that area under you chin/neck that hangs. a friend of mine - male - has had this problem for a few years. are there excercises or diet you can do to improve it?

If you mean a double chin, i think theres an exercise where you stick your tongue out to touch the tip of your nose, do it a hundred times a day or something like that, i think

Sorry for being obvious, but if he's carrying excess weight he might want to lose that.

Generally it's a symptom of too much weight in general all right. Don't know about the weight coming off the face first though, I'd suspect last (I would expect the weight to be coming off pretty equally although more on the bits you are actually exercising, and you don't tend to be excercising your chin.)

Actually fat doesnt get burned in areas you exercise, there is no such thing as spot reduction, how and where fat is stored in and on your body is all down to genetics. Some people store fat in their faces genetically even if the are slim enough elsewher on their body. If this guy is otherwise slim then liposuction or a similar procedure under local anaestehia is only answer, but remember that you lose fat from your face as you age so if his only in early twenties he should investigate if his older relatives have a similar "problem" and dont have any cosmetic procedures if these relative have'nt got the "problem".
