Are there any state subsidised gyms? whats the vat on "fitness equipment"

Are there any government subsisdised gyms?, I'm not talking free but non-profit gyms. The government harps on about tackling obesity but does damn all. What is the VAT on fitness equipment? surely it should be cheap as possible to save money on public health.
