Swimming lessons part of government education?

When I was younger, the school where I went did not offer free swimming lessons, or indeed any swimming lessons at all. Some Irish schools do though. Does anyone know what the official Department of Education policy on the matter is? It seems that in all other European countries children learn how to swim from a young age (and not through private lessons, through the school system). I've always wanted to know why we have so many young non-swimmers in Ireland.

(People are always shocked when I tell them I can't swim... "but you live on an island..." to which is reply "ha ha, yeah, so what??")

Yeah, the lack of pools is a serious problem.

I would imagine that the department of education would give you some excuse and you'll never hear about it again. Oh, if it were France where almost every town not only has a pool, but a water park!
