Muscle under fat

    Ive been lifting weights and doing cardio consistently for about 6 weeks now, ive lost a good bit of weight and also gained a bit of muscle as well, im not really bothered about gaining muscles it's more about losing the fat and ive noted that weight work can increase fat loss. In the upperbody i have gained muscle and also lost a bit of fat around that area but ive noticed that the fat that does remain there has started to stick out a bit more, i know obviously this is because of the extra muslce gained underneath the fat but what i'm wondering is with more cardio will this area be more toned eventually, like is this a thing that everyone goes through when lifting weights and doing cardio to lose weight ?
