    This is a Japanese game show where people are forced to watch a video of a non-English speaker struggling with trying to sound out English phrases. The basic idea is that they must not laugh.

    If they do laugh, they are caned by masked men.

    Weird? Yes!
    Japanese TV? Most certainly!
