photoshop will do it, just save as an eps, but....

for printing they may need a file with single/3/3 colour information set up, which an eps would usually have, converting a jpg to eps in this case would be pointless, is it purely just a format issue they have, or is it due to resolution/quality and/or colours?

It's not a small logo you have is it? If so maybe they need the eps to scale it up in size.
