Computer Won't Shut Down!

    When I try to turn off my pc, everything seems to shut down properly (even though it takes ages) but when the light on the front of the pc goes out and the monitor turns off I can still hear the fans spinning in the computer. If I then try to turn on the computer again, nothing happens. To get the computer to turn on again I have to unplug it and plug it in again and it will start as normal.
    Ive had a look at the power management options in the control panel as well as the device manager for problems/conflicts and I can't find anything out of order in either of them.
    Ive recently installed Speedfan because one of the fans wasnt spinning fast enough according to Sandra 2005 and Ive created a registry value for it so Speedfan will automatically run on startup but other than that I dont think Ive done anything else that would affect the fans or the shutdown procedure.
    Can someone please help??
