hip replacement in DE/FR?

    does anyone know of anyone who has got a hip replaced in germany or france, where there are no waiting lists for such operations?

    i've heard that in the UK there are agreements between the NHS and hospitals in Calais for the carrying out of such an operation?
    does such an agreement exist between the irish health system and some french hospitals?

    the person who needs the operation only has a medical card. What difference would having private insurance make?

    sorry about all the questions, but i'm clueless about how the irish health system works.
