PS2 Engineering Question

I have a broken PS2 that keeps coming up with the red screen or "Disc Read Error" if you go through the browser. At first I thought that the I had a dirty or broken lens but then found out that it reads PS1 games fine. Also, after inserting a PS1 game and doing a soft reset it will then accept PS2 games but not DVDs - kind of like using Magic Swap.
I think its an issue involving the controller regulating the laser or some sort of verification chip but this is only speculation; I really have no experience with these. I'm thinking of just chipping it, but do mod chips piggyback on the same controller thats giving me problems or do they bypass it completely? I've googled to no avail - Any help would be appreciated.
