Erm, 15 isn't a valid source number. But ignoring that:

228 = (100 - 15 - 8 - 1) * 3, or

If you take the 15 as a '1':

228 = (5 - 1 - 1 ) * (100 - (8 * 3))

If you take the 15 as a '5':

228 = 3 * (100 + 1 - 5*5)
