If a foreign national gets a stamp 4 for Ireland and eventually goes on to get an Irish passport, does this give any of his family rights to come here? For example, his sister or father?

Not automatically, but there is a "long stay (join family) visa" that you can apply for if you wish to come to Ireland to reside with a family member who is an Irish citizen or lawful permanent resident. Note that it's not enough that you are the sister or father of an Irish citizen/permanent resident; you have to be intendign to reside with them. And even then there are opther conditions that have to be satisfied; the visa is not automatic. But, yeah, having a family member who is an Irish citizen at least opens up the possibility of this visa.
