Election posters called "Public Meetings"?

We know that it is a loophole in the law that allows blatant local election posters to be put up any time of the year. Brian Lawlor (FG SDCC) has had Public Meeting /re-election posters up every single month at a costs of tens of thousands, since the day after the last referendum. In the run up to the local election, there is a plethora of them on every lamppost prior to the official poster season on the 24th April.

I have 2 questions - why do the parties (and all parties are responsible) allow a littering loophole be used by their candidates at a costs of millions? and secondly - is there EU law, in this digital age, to prevent "public meetings" being limited to only allow them in the premises hosting the meeting, and not the blatant littering and danger to motorists and cyclist.
