To comply with TGD E in a new house, should the adjoining wall structure (plasterboard slab) be installed right down to the ground, i.e. no gaps from the wall to the floor?

We removed our skirting boards to fit the flooring and seen that there was a 20mm to 30mm gap at the bottom of the wall where we could put our fingers right into the brick wall behind.

Does this breach the TGD E with regards how adjoining house walls should be constructed?

TGD Part E requires the sound test to be carried out by a calibrated machine. So in theory it is a tested compliance issue.

The Plasterboard should go as tight to the floor as possible with a thin strip of sealant at the base.

Is there anything in the TGD that states the wall should be constructed this way?

Nope. The TGD gives you a performance criteria to meet. The builder can use a system to achieve this criteria.

He have met the noise requirements with just the block wall and a coat of gypsum plaster or air quiet plaster, then the plasterboard is simply a secondary measure to finish the room.

You need to work out what build up to comply was and that will involve talking to the builder and/or the designer.

Sound transfer can also be achieved by a system on the opposite side of the party wall. Sp you neighbor may have additional finishes which means you don’t need it.
