    It doesn't even make any sense, only people with a good bit of money would be able to afford a satellite system back in the early 90's. Unless the joke is implying there was a rise of rich people migrating to council houses in the 90's.

    The joke implies that because they get allegedly get everything handed to them, they could afford these luxuries.

    I don't think you can buy a new house for the price of a satellite dish.
