    This was already in place up to 2010 when it was scrapped as a cost saving measure. Really think it is but a band aid measure.

    Only up to 18 fixed term positions in 6 locations. Won't even scratch the surface of addressing the substitute crisis in primary schools. Over 3000 primary schools in the country...they estimate this may help 90 of them.

    Its just a pilot though, and like most pilot schemes then when its declared a great success after tonnes of resources has been poured in, they'll roll it out without the same resources and support.

    Really it's just something for the government to rabbit on about to get the to the next election. After that it'll be a comprehensive review of the pilot scheme that'll be reported back on 'sometime next spring'.

    Kick the can down the road.
