    is there any company over here that don't want you to pay the whole amount up front and if you cancel you don't get a refund on the amount of months left?

    I'm not aware of any that do. I only know of Dolmen and Stuarts (both brokers) who run group schemes with AXA and Aviva . You cannot go directly to either of the Insurance companies you have to go through the broker. Maybe give one of them a call and see if there is anything they can do for you.

    If you don't pay the whole amount up front and cancel how do you have a refund?

    If you pay the full amount and cancel partially through the policy and they don't refund that's against the law. But they are allowed charge an admin fee and this usually matches the refund you would be due.

    it's called monthly installments that way you can cancel anytime.

    they state that a refund is not given on the agreement
