    That's dead right though, why should state continue to pay the lions share when the tenant cannot/refuses to stump up their lesser share.

    No doubt the satellite tv package and fags are taken care of before money for their share of rent is put away.

    As a tax payer, its refreshing to hear that HAP payment stops id tenant doesnt stump up their share too, promotes culture of being responsible.

    I dont disagree, just pointing out that the fact that HAP is paid direct to ll is no insurance against defaulting tenant.

    There are two main issues with HAP one is if tenant stops paying so will LA. There is s second fundamental issue LA want to pay HAP in arrears. Normally a landlord is paid a deposit and one month's rent in advance. With HAP LA when paying in arrears leaves LL much more vulnerable to non payment of rent. Now a LL is out a.month rent before he realizes that tenant is not paying. Another flaw is it may take 2-3 weeks to initiate HAP contract and LA only starts to pay rent in arrears from then.

    Landlords should insist either a larger deposit from HAP tenants or that contract is honoured in full from date of contract whether tenant or LA pays up.
