    Are the food festival events located in various restaurants around the city? Is there any stalls located anywhere?

    Stalls in the Spanish Arch all weekend and a special market in Woodquay on Saturday.

    yeah as far as I am aware anything without a price is free. It usually is a very busy weekend!
