A family member has been called by the council to resubmit their paperwork as they are under consideration for a new development in their locality. Several of the houses are completed fully but there are many others in the area that are simply shells without even a roof yet. If they were to receive an offer, would they be moving in among all of this work or would they be waiting until the construction is complete? They asked her for proof of her social welfare payment as well as a bank statement so shes not sure if it's an imminent offer or not.

You could and some do actually move in one the property being offered is complete it's ready to occupy ,
I know of one place were one out of 6 apartment blocks was handed over while it took another 10 month's to complete the other blocks

She would be delighted - her situation is dire and she needs to move ASAP, but she was worried an estate under construction would be closed off until they were all done.
