So who do you think was the worst officer on any of the ships?

    It can be anyone they don't need to have had a long career or backstory. For me it was the first officer on Voyager. What was he thinking when he decided ''oh we are about to be it by a massive wave sure I will just run and try to jump'' instead of doing the obvious and grabbing hold of a rail like the rest the bridge crew.

    Maybe not always on ships, but can I put forward the overall rank of Admiral? Seems like the Federations main blindspot is promoting incompetent or just plain evil officers to Admiral on a consistent basis :D

    Its a bit mad when you think of it that Janeway made Admiral before Picard. Maybe that's one of the reasons Picard decides to leave Starfleet that and all the other incompetent admiral's in it.

    They are all either Changelings or they are infected by the parasite from Conspiracy. They havent gone away you know.
    Seems like its a part of the promotion ceremony.

    Didn't they offer him a chance to be the Dean of Starfleet Academy during TNG? I can only imagine that would result in promotion to Admiral.

    I can only see 3 pips there.

    If I remember right, most of the admirals we encountered had 3 pips (and occasional junior Admiral with only 2 pips)
    Rare occasions like with Future Admiral Riker, or Admiral Ross (i think?) on DS9 had 4 pips. I guess they were Fleet Admirals.
