learner driver accompanied legally by qualified driver with foreign licence?

    any information I can find states that a learner driver (Irish provisional license) must be accompanied by a qualified driver, but nowhere can I find a statement that the qualified driver must be qualified in Ireland, holding a full Irish license.
    would it be acceptable if the qualified driver was the holder of a full foreign license?
