    You've got that mixed up, when coolant heats up it expands and builds pressure, when pressure exceeds a certain rating on the radiator cap and radiator is completely full, excess coolant due to expansion will flow into the "expansion" tank through a bleed hose (or reservoir, or overflow, different names, same thing) when engine cools down coolant also cools down and contracts, creating a small vacuum and drains back into the radiator.

    Yep, other way around. Coolant level will rise when engine is hot, level will drop when engine cold
