Have a look at the HIK Colourvue cameras.

The Hik ColorVu cameras are excellent but you do need some light for them to work. They have no IR and will not pickup any external IR from other devices. They do have built-in "white light" LED's to provide supplimental light but i find that these make the camera expose for that light at a closer range and therefore leave other areas of your image underexposed. If you have outdoor lighting or street lights close enough to your area then you wont find a more light sensitive camera out ther in that price range. However for me, they do not work in all locations as someone walking towards the camera is backlit by the street lights.

If you dont mind using IR then the Dahua IPC-HDW5442TM-ASE is excellent at night and has IR.
