Supposed buyer,no feedback,timewaster?

Hi,
I am currently dealing with someone offering to buy an item of mine. He has been a member of adverts.ie since last year, has made over 70 comments on different items and yet has no feedback. His address is also not verified and he has never sold anything. Am I within my rights to refuse to deal with him? I know the Sellers Rules say that if it is a free item I have the right to pick and choose who I deal with. He has offered below asking price and I would normally accept this offer but he seems to be a time waster due to his lack of feedback and excessive commenting.
Can I refuse to deal with him? Thanks for any information provided.
