What's black box called?

I'm curious as to what this electrical device is called and what its purpose is. I've noticed a lot of them recently, usually situated under pole transformers.

They're fuses, one for each phase

I think it's what they call a fused cutout

Probably to protect and isolate supply to transformer

Today is the first time I've seen one of them open. I was always perplexed why they are mounted horizontally. A fused cutout makes sense, as they will drop open by gravity.
