Boiler running 24/7 - heating programme panel issue?

Hello I have a grant vortex condenser boiler, connected to radiators (up, down) and hot water cylinder and a eph t37 heating control panel for the 3 zones.

At the moment the heating control panel is turned to off for all zones, but the boiler is still firing up and the hot water cylinder is constantly hot, as is the heated towel rail in bathroom.

I’m trying to figure out where the issue is? Boiler was serviced and is fine including boiler thermostat. So options are an issue with the timer panel? Or an issue with the cylinder thermostat? Or something else entirely?

Thoughts would be welcome as new to this and not sure which bit to try fix first.

Most likely a stuck motorized valve.

Or the service guy turned on the service switch on the boiler and forgot to turn it off

If that was the case, should the cylinder be getting hot?

if not a motorised vale and you have an outdoor boiler possibly but not very likely a faulty frost stat

Again the same question as above. Will the call from frost stat heat cylinder?

you would imagine it shouldn't but wiring issues have cropped up here before

with the one rad heating it sounds like a heat dump or maybe a bypass

but with the cylinder getting hot all the time it does sound like a sticking micro switch on that motorised valve

Chances are it’s a MV stuck.
