10x optical zoom IP connected PTZ - help me choose

Folks,

I'm looking for a PTZ camera with the following spec as a minimum:
- 10x optical zoom
- IP connectivitiy (ethernet and wifi (if possible))
- Suitable for use in a covered but outside enviorment.
- Price < 250 euro if possible

I cam accrross these two on eBay, price looks good but which to choose? Looking for some pros and cons please?

I'd be very careful buying cheap ptz's from china. While they mention the effio chip and blue iris software support you can be certain that the build quality isn't great

Thanks but I still don't see a better alternative to the two above?

Are you giving a generic "avoid Chinese" comment or do you have first hand experience with Chinese ptz cameras?

Really looking for more feedback, anyone?
